A full-time, salaried position that serves as the primary vision-caster, pulpit teacher and overseer of the Wenatchee Free Methodist Church body. General Description

I. Overall Objectivehttps

The senior pastor of Scofield Memorial Church will fulfill and assimilate the broad and specific vision of Scofield Memorial Church. This will be done by managing, evaluating and developing a ministry at Scofield Memorial Church in such a way that is aligned with the church’s vision and values, and in cooperation with the church’s overall ministry commitments.

II. Senior Pastor Qualifications

Positional Qualities

  • The senior pastor must meet qualifications for an elder given in 1 Timothy 3:1-13, Titus 1:6-9 and 1 Peter 5:2-3. These qualifications deal with many areas of personal life, which are critical for fitness to serve as a leader in the church.
  • The senior pastor must be in agreement with the church constitution, doctrinal statement, and the philosophy of ministry (Scofield’s purpose, mission and vision).

Personal Qualities

  • Good communicator. He must be an effective communicator from the pulpit and in one-on-one relationships. He must be able to demonstrate the relevance of the Scriptures in daily life. He must be able to use discernment in exposing the obvious and subtle errors of society, and have the wisdom to teach the biblical model of life and thought.
  • Balanced understanding of Christian life. He must know the importance of God’s grace in the Christian life, affirming that salvation and sanctification is the result of God’s grace and not human effort; that good works are the outworking of God’s grace in the believer; and that legalism is an enemy to true spiritual maturity.
  • Team builder. He should be a strong leader who models, trains and inspires others to do the work of ministry—the pastoral staff, the Official Board, the church leadership and the church body. He should have a clear vision of the ministry of Scofield Memorial Church, and the ability to impart this vision to others. He should value consensus.
  • Exemplary life style. His personal life should be an example of integrity, humility, honesty and openness. His life will be a reflection of Christian maturity—in his marriage and family, his relationships, and his church life. If married, the senior pastor must have a supportive wife who also has an excellent sense of God’s calling for ministry, and who has a good Christian testimony. Neither the senior pastor nor his wife will have experienced a divorce in a previous marriage.
  • Heart of love. He must have a love for God, his family, God’s people, the church, the lost and the ministry. He must be a person with a caring, shepherding spirit.
  • Man of faith. He must realize that without wisdom from God it is not possible to do the work of the ministry or even live a fruitful Christian life. He must model a life of faith and prayer.
  • Personal accountability. He should desire accountability with the pastoral staff and the Official Board, as well as others who will work with him to protect and preserve his character, integrity and personal walk with God.

Professional Qualities

  • Biblical preaching. Expository preaching with relevant application. He must have a commitment to the sufficiency and inerrancy of the Scripture. His theology must be consistent with grammatical-historical interpretation of the Scripture, dispensationalism, moderate Calvinism and non-lordship salvation position. He must be able to balance doctrinal view with the totality of biblical revelation.
  • Shepherding heart. While the senior pastor is not expected to be the sole pastoral care-giver within the congregation, he must, out of a shepherd’s disposition, cultivate an environment in which healthy pastoral care is unfolding in a manner that empowers the spiritual giftedness of others within the leadership and the body at large.
  • Training. The senior pastor must have a formal seminary education, having achieved a Master of Theology or above.

III. Specific Senior Pastor Duties

Preaching/Teaching Responsibilities

Preamble

The local church staff must always be viewed of as a team, with the whole ministry of the church in view. As such, the person serving in the described position will at all times see himself as a minister to the entire congregation of the church. Notwithstanding this though, staff members do have different areas of responsibility, and it is prudent to recognize and define these areas of responsibility. As such, the purpose of this Working Agreement is to provide a focus for the position of Senior Pastor, but it is not meant to limit the scope of responsibility and action to only that which is written herein.

Qualifications

  1. A passion for God and evidence of a growing relationship with Christ.
  2. Evidence of the character qualities for church leaders as described in 1 Timothy 3 and Titus 1.
  3. A love for people of all ages and a clear sense of calling to vocational pastoral ministry.

Responsibilities of the Senior Pastor

  1. Be directly accountable to the Board of Elders in a manner that is not in conflict with his relationship to the District and National offices of the C&MA as specified in the Manual of the Christian and Missionary Alliance.
  2. Have oversight of the church in a manner consistent with the instructions and guidelines of the Manual of the Christian and Missionary Alliance and with the church’s purpose as defined in the local church bylaws.
  3. Provide leadership, vision, and support to help assist in equipping the church to effectively carry out its ongoing ministry.
  4. Have direct oversight of additional pastoral and office staff and assist them as needed in the carrying out of their responsibilities.
  5. Ensure the planning of public services, including scheduling guest speakers, groups, and events, etc.

Responsibilities of the Church

  1. Provision of a working environment suitable to the carrying out of the assigned responsibilities which shall include a furnished office in the church building and availability to the services of the church office secretary.
  2. Provision of an annual Pastoral Ministry Evaluation to be administered by the Board of Elders.
  3. Salary and other compensation provided at a rate to be determined by the Administrative Board on an annual basis and as approved in the Annual Financial Plan at the Annual Meeting of the Membership.
  4. A parsonage including utilities (excluding personal telephone line and cable television) at no cost.
  5. Reimbursement for ministry related travel at the annual IRS specified amount.
  6. Reimbursement for out of pocket ministry related expenses.
  7. Provision for attendance at General Council, District and Prayer Conference, Pastor’s/Spouses Retreat, and any required District training events.
  8. Provision for attendance at seminars and conferences that have been provided for through the “Continuing Education” allowance portion of the Annual Financial Plan.
  9. Provision for purchase of ministry related books, magazines, journals and subscriptions that have been provided for through the “Book” allowance portion of the Annual Financial Plan.
  10. Paid vacation time in accordance with the guidelines established by the District Office.
    • From one (1) to five (5) years of C&MA service — two (2) weeks
    • From six (6) to fifteen (15) years of C&MA service — three (3) weeks
    • From sixteen (16) to twenty-five (25) years of C&MA service — four (4) weeks
    • From twenty-six (26) years to retirement — five (5) weeks

11. Provision of two (2) additional Sundays off per year: one in the fall and one in the winter/spring. These shall not be combined with vacation time to allow for “extended” vacations. These shall not be accumulated.

Revising the Working Agreement

This working agreement will be subject to review at a minimum of once annually and any proposed modifications are required to be approved by the Board of Elders through a majority vote of all elected elders. Proposed changes must be with the agreement of the Senior Pastor. In the event that an agreement cannot be reached, the District Superintendent will be asked to mediate.

Purpose

The purpose of the Senior Pastor is to cast vision for the church and staff, preach the Gospel message powerfully toward life change, teach biblical Truth, and counsel those in our church family toward greater God First living.

Vision

  • Responsible for meeting at least monthly with pastoral team. The Senior Pastor uses this time for intentional leading and coaching the pastors toward the vision set forth annually. Quantifiable goals are utilized in pursuit of real growth.
  • The Senior Pastor is responsible to oversee and lead Trinity’s annual Vision Casting Night. Vision casting night is Trinity’s annual business meeting and presentation of each ministry’s direction for the coming year.
  • Responsible for initiating the annual vision process (as described in Trinity’s Vision/Goals Cycle) and involving the senior staff, elders, ministry staff, and volunteer leaders in this process.
  • He is expected to take a week away in the spring/early summer to dedicate time, prayer, and study toward discerning God’s direction for the coming year. These results will be summarized in writing and presented to the elders and senior staff in a timely fashion for the purpose of generating enthusiasm in pursuit of a common direction.

Preaching

  • Collaboration with worship is a value. Meet monthly with Worship Pastor to collaborate upcoming Sunday services. Meet four times a year with worship planning team for collaborative series planning. Six weeks prior to special series, meet with worship pastor to brainstorm what needs to happen.
  • Preaching should support the established vision and goals. A preaching rotation schedule is encouraged to facilitate leadership development.
  • Reports to: Ministry Staff.

Counseling

  • Reactive (able to “respond”) – 5 hrs/week (Urgent or pressing needs),
  • Proactive (able to “seek out”) – 5 hrs/week (Engaged Couples group, troubles on the horizon).

Decisions that impact the day-to-day running of the church or the other ministries of the church will be discussed with the Executive Pastor in advance. This process will be evaluated by the Elders and Executive Pastor every six months.

  • The overseeing pastor of a purpose team is responsible to regularly attend team meetings, meet at least monthly with the chairperson of that team, be available as a resource to keep the team focused, encouraged and accountable. The overseeing pastor is also intently focused on shepherding his team toward the successful implementation of their stated goals and vision.
  • Understanding that the Executive Pastor is responsible for ministry oversight, the Senior Pastor will clearly communicate with the XP the issues, progress and needs of his respective ministry/purpose teams. Together, they will decide if the proposed plans are consistent with the established goals of the church. The Executive Pastor may delegate and assign projects as needed.

Staff Management

  • The Senior Pastor is available for the spiritual guidance and support of TBC staff.
  • Staff management and staff decisions are directed to the Executive Pastor as the “manager” who may delegate and assign projects as needed.
  • Connection with the staff team is essential and opportunities for intentional engagement are expected.
  • The Senior Pastor is expected to participate in staff devotions and staff meetings. Providing access through regular office hours is expected.
  • The Elders, in conjunction with the Senior Pastor, will evaluate the Executive Pastor semi-annually.
  • Reports to: Executive Pastor.

The Elders, in conjunction with the Executive Pastor, will evaluate the Teaching Pastor semi-annually. The Ministry Staff will participate in annual evaluations of the Senior Pastor according to the stated goals.
