
Job Description
Primary Objective




The Pastor of Operations and Development serves in support of the Pastor by aiding the development of the birth, oversight and fulfillment of CPC’s vision. This position is also the steward of operational details in support of the vision including: the physical, financial, personnel and legal resources of the church.
Facility
- Manage scheduling and use of the building and facilities.
- Ensure development of maintenance and replacement schedules; oversee security of the grounds; and oversee maintenance of grounds.
- Oversee grounds volunteers.
- Monitor internal and external buildings and grounds and schedule maintenance as required.
- Coordinate building remodeling projects and liaison with contractors.
- Maintain master calendar for all activities, which utilize the church facilities.
- Develop and maintain a complete inventory of church property.
- Oversee operations of computer, telephone, and security systems.
Finances
- Oversee all aspects of finances and bookkeeping.
- Assist in identifying budget line item overages, determining causes, and developing financial policies to assure adherence.
- Ensure Sunday morning collection procedures are clear and secure.
- Ensure banking operations are managed properly.
- Oversee purchasing of office supplies and equipment.
- Act as liaison for all fiscal activities including interaction with CPA and reporting monthly to Elders.
- Assist in the preparation of the annual personnel budget.
- Develop credit purchasing policies and procedures to include accounts payable and receivables, payroll, capitol expenditures, cash management, loans, audits, and internal accounting controls.
Staffing
- Act as administrative staff liaison between pastoral staff, pastor, and leadership team.
- Recruit, interview, hire, train, supervise, evaluate, and terminate support staff, including secretary, maintenance and janitorial in consultation with the Senior Pastor.
- Oversee contracted personnel and special service personnel.
- Attend to circumstances where support staff performance is less than satisfactory.
- Schedule hourly staff work hours and approve/disapprove overtime.
- Oversee the maintenance of personnel files and time reporting records.
- Prepare, implement, and administer personnel policies.
- Develop and update job descriptions and maintain all personnel records: determine training needs and arrange for training programs to enhance staff performance.
- Facilitate annual performance reviews for staff and make recommendations for salary increases.
- Negotiate and administer insurance coverage for property, liability, health and welfare benefits.
Legal
At all times, be aware and practice that any personal, private or confidential information concerning any member of the Congregation, the Pastoral staff or the Office staff shall be held in the strictest confidence.
- Maintain and properly protect church documents such as insurance policies, contracts, equipment warranties, stocks, deed, licenses and titles.
- Establish and maintain archives to include legal documents, deeds, minutes of Council meetings, policies and procedures, events, budgets, attendance and other information as directed.
- Ensure compliance with all relevant state and federal laws and regulations related to the operations of the church.
- Seek legal counsel in matters that would warrant advice from an attorney regarding the church.
- Oversee the insurance coverage of the church ensuring adequate coverage and at best price.
Office Management
- Plan, direct, and guide the work of the church office.
- Develop and implement an efficient and effective office organization by improving methods and procedures.
- Assure adequate inventory of equipment and supplies.
- Maintain and update calendar of events and room schedules.
- Assess needs of congregation to ensure office hours are serving those needs.
- Develop sufficient back-up plans for staff coverage due to vacations, illness, etc.
- Ensure updates and maintenance to the Shelby database.
- Properly store digital and print information according to the policy and procedure manual.
Communications
- Oversee church publications including, but not limited to: weekly Listening Guide, newsletter, Board minutes, Annual Report, flyers, inserts, ministry brochures, etc.
- Oversee maintenance and management of church web site.
- Assist in preparations of congregational communications; coordinate church advertising under direction of the senior Pastor.
- Oversee the maintenance and management of Information Technology and equipment.
Administration
- Develop and maintain policies and procedures to facilitate smooth orderly processes to support ministry.
- Serve as church contact and purchasing agent with outside suppliers and local government authorities.
- Obtain membership in the National Association of Church Business Administrators (NACBA).
- Coordinate weekly meetings of the staff
- Facilitate Strategic Planning by:
- Annually and on an ongoing basis facilitate the strategic planning of the leadership to fulfill the mission of the church.
- Schedule and assist pastor in coordinating regular staff planning retreats
- Develop civic relationships with key city leaders as needed to support the ministry of the church and facilitate property development.
Benevolence
- Oversee and manage the process of receiving applications for assistance, processing apps and distributing assistance as approved.
- Facilitate the development of Benevolence Ministry Team to review requests for assistance.
- Utilize BMT to encourage generosity among church in support of needs in church and community.
Pastoral Care
- Oversee the tracking of operations and hospitalizations of member/attenders and ensure they receive appropriate pastoral care.
- Facilitate communication of needs to ministry teams that can provide pastoral care such as Home Teams.
First Touch
- Oversee the First Touch ministry teams including: greeters, guest services, ushers, Soul Café, Parking Team.
- Oversee the Men’s and Women’s ministries.
Educational Requirements
Bachelors degree required. Masters degree preferred.
The Center Point Church Story
Center Point Church is a purpose driven church located in the heart of the Dallas-Fort Worth Metroplex in North Richland Hills. Center Point Church was started in 1998 by three families in a private home. The church grew and services relocated to a movie theatre and then to a health club. A permanent facility was constructed in 2003 and expanded in 2008. The current average Sunday attendance is approximately 650. The church is led by Elders and the Senior Pastor.
Center Point Church strives to help people discover and live a God-centered life. This includes encouraging every follower of Jesus to grow in their faith and mature in their walk with Christ. Center Point Church places an emphasis on community service and outreach through a variety of ministries to serve the needs of all families.
While serving the local community, Center Point Church also has a strong history of church plants and mission work. From assisting in rebuilding homes in New Orleans to mission trips to India, spreading the gospel of Jesus Christ is a core belief of the church.
Jay Bruner is the founding Pastor of Center Point Church and he currently serves as Senior Pastor. Center Point Church has four full-time pastors on staff and three staff members.
